How do I make a Final Fantasy Mystic Quest like turn based game with C/C++/C#?

I want to make a turn based game with one of the C's, however I don't know where to start. What are all the programs I need? Would it be easier in Adobe Flash? I have a book with the C language so that could help me get along but is it the best? Help me out as best you can, Thank You.
